No, he’s supposed to save more people than kill. Killing is making sacrifices, or people who got damaged in battle. He does it in order to save people. But if someone or multiple people are no longer in danger, then there is no reason to kill. Imprison or confine or restrict them, yes. But it was very shocking in that Dinosaurs on a spaceship episode when the Doctor heartlessly killed Filtch dude. There were no second thoughts or anything, Nefertiti had been saved, but he didn’t even care, which differs a lot from David Tennant’s first episode, the Christmas special with the sycorax, and he let them go at the end, telling them to never come back, and to tell them that earth is defended. Harriet Jones then does what exactly what Eleven does now. She sent a missile after the sycorax and killed them. Do you remember how Ten reacted to that? How he looked at her? What he said? How quickly and suddenly his opinion on her changed? Because that is how he would act if he saw the current Doctor.
